He was born in 1948 in Benimaclet, Valencia, Spain, and studied at the Escuela de Artes y Oficios in Valencia before moving to Paris to study at the École des Beaux-Arts.

He is known for his iconic bridges, such as the Puente del Alamillo in Seville, Spain, and the Chords Bridge in Jerusalem, which have become symbols of their respective cities. He has also designed airports, train stations, and other large-scale transportation hubs, including the Kuala Lumpur International Airport in Malaysia and the World Trade Center Transportation Hub in New York City.
