Understanding Subrules and Their Importance in Rule-Making

A subrule is a more specific or detailed provision that supports and amplifies the main rule. Subrules provide additional guidance on how to apply the main rule in different situations or circumstances. They can be thought of as "sub-provisions" that help to flesh out the main rule and make it more practical and workable.

For example, a main rule might state that all employees must wear uniforms, while subrules might specify the exact design and colors of the uniforms, as well as the penalties for not wearing them properly.

Subrules are often numbered separately from the main rule, using lowercase letters (e.g., subrule (a), subrule (b), etc.) to distinguish them from the main rule. This helps to make it clear that they are separate provisions, rather than just different parts of the same rule.
